I think it was Tom Parker that said they couldn't find the master in time before the deadline. Nothing to do with subpar "broadcast quality".

There was mention on here that the person who compiled the TOTP performances for the DVDs said that there was a 'WDIHTD' performance listed in the TOTP archives but it said 'Do Not Use'.
